1. Purpose and Scope of the Campaign
The “Half of It is on Us” campaign is being implemented under the coordination of the Ministry of Environment, Urbanization and Climate Change to accelerate the transformation of risky buildings into safe and modern housing in all districts of Istanbul. By providing grants, interest-free loans with affordable terms, and evacuation support to eligible residents, the campaign takes on a significant portion of the financial burden during the transformation process. Building-based and area-based transformation models are implemented, and for large-scale projects, TOKİ and Emlak Konut GYO (Housing Development Administration of Turkey) can be directly involved in the construction process.
2. Support Provided
The campaign provides a total financing opportunity of up to 1,875,000 TL in grants, 875,000 TL in loans, and 125,000 TL in moving support for a residence. A total of 437,500 TL in grants and 437,500 TL in loan support are available for businesses. For residences beyond the first independent unit, 1,750,000 TL is provided, and for other businesses, 875,000 TL is provided as a loan-only support. For area-based conversions, the grant is deducted from the construction cost, and the remaining amount is collected with long-term, favorable payment terms.
3. Application and Prerequisites
The first step in the application process is the assessment of the risky structure through organizations authorized by the Ministry. After the assessment report is finalized, the building permit is obtained and the floor easement is established within the scope of the demolition of the risky structure and the reconstruction agreement agreed upon by the beneficiaries, and the application is submitted to the district municipality. Application via e-Government is not mandatory. After the municipality completes the entitlement assessment, the Ministry schedules an appointment, and the grant commitment and loan agreement are signed at this stage. According to legislation, the new structure cannot exceed 1.5 times the construction area of the old structure, excluding parking and shelter areas.
4. Payment Flow and Earned Value Process
In building-based conversions, payments are made directly to the contractor on behalf of the beneficiaries. Earned Values are paid in four stages: 30% at the beginning of construction, 30% upon completion of the structural system, 30% during the plastering phase, and the remaining 10% upon receipt of the building occupancy permit. Each payment must be supported by technical reports and documentation demonstrating the completion of the relevant stage. Evacuation support is a one-time payment of 125,000 TL for residences; if there is a tenant in the independent unit, the payment is made to the tenant.

5. Loan Repayment Principles and Contractor Responsibilities
Loan repayments begin two years after the construction permit is received and are payable for up to ten years. Interest is waived for the first year, with subsequent increases at a rate of half the CPI. There are no income or credit score requirements. For contractors, clearly defining payment plans and delivery deadlines in the contract, preparing complete progress documents, and ensuring full compliance with legislation minimizes legal risks. Furthermore, it is crucial that evacuation support is paid to the correct person, square footage limitations are adhered to, and, in area-based projects, that TOKİ/Emlak Konut collaboration processes are clearly stipulated in the contract.
